New Delhi/ 3 July 2016.
To offer skill training to Indians who go abroad to seek jobs, an agreement between the Ministries of External Affairs (MEA) and Skill Development & Entrepreneurship (MSDE) was formalized under the Pravasi Kaushal Vikas Yojana (PKVY) on Saturday.

What is PKVY
PKVY is a skill development drive of the External Affairs Ministry in association with MSDE. Its aim is to train and certify Indian workers in select sectors and jobs to enable them to avail of the employment opportunities abroad.

External Affairs Minister Sushma Swaraj said that many emigrants workers particularly those who went to the Gulf countries through agents were exploited due to lack of required skills.

MEA additional secretary
Dnyaneshwar M Mulay, additional secretary, MEA said there are about 7-8 lakh emigrant workers going abroad every year who are not properly trained and empowered.

He said,”PKVY is an important aspect of Ministry of External Affairs’ mandate to train these workers as part of the five year planned programme. However, it has not been given effect and though this MoU, we will be implementing our commitment for the 12th Plan.”

After this agreement aspiring emigrant workers can avail skill training related to their work  under Pradhan Mantri Kaushal Vikas y Yojana (PMKVY) or any other such government skill programme.
